The President of the Association of Manitoba Bilingual Municipalities (AMBM) and Reeve of the Rural Municipality of La Broquerie, Mr. Ivan Normandeau, issued the following statement on the release of the AMBM Group’s 2024–2025 Consolidated Annual Report:
Following the Annual General Assembly (AGA) of the AMBM held on November 20th, 2025, in the Rural Municipality of De Salaberry, we are proud to publish the AMBM Group’s 2024–2025 Consolidated Annual Report. This past year has been marked by decisive progress and the strengthening of solid partnerships, reflecting our unwavering commitment to the growth and development of Manitoba’s bilingual municipalities.
Under the theme Investing in Bilingual Municipalities Means Building a Prosperous Manitoba and Canada, we have achieved tangible results that drive economic development, enhance local vitality, and create lasting opportunities for our communities.
During this period, total federal and provincial investments in Manitoba’s bilingual municipalities are estimated at $496 million—clear evidence of the recognition and strategic importance of our collective efforts.
Our strategic partnerships with governments have also catalyzed major investments: $4 million for rural bilingual housing through the Housing Accelerator Fund (HAF), $29 million for the Taché Community Centre, $2.92 million for the Saint-Boniface Museum, and $885,000 to support the rollout of the Municipal Maturity Model (3M). These commitments illustrate the AMBM Group’s ability to mobilize the resources needed to advance our communities.
Under the Canada Housing Infrastructure Fund (CHIF), Manitoba signed an agreement with the federal government for a total allocation of $209.8 million, including at least $150 million for Winnipeg’s North End wastewater treatment plant.
Five of our member municipalities submitted projects under the CHIF’s direct stream, along with a joint project from four rural bilingual municipalities participating in the Red-Seine-Rat (RSR) Wastewater Cooperative. Through our advocacy efforts, we continue to actively promote these projects to maximize investments and benefits for our communities.
The leadership of the AMBM and its members has also been evident in key files, notably by championing the regional designation of Hôpital Sainte-Anne Hospital—a critical issue for access to health services and the resilience of our infrastructure.
Furthermore, the total value of building permits issued in 2024 reached $2.17 billion, an 11% increase over 2023. This key indicator reflects sustained economic momentum driven by growing residential, commercial, and institutional investments. At the same time, it signals increasing pressure on essential services.
The 2024–2025 year confirms that bilingual municipal leadership in Manitoba, supported by the AMBM and its subsidiaries, is a strategic lever for economic growth, sustainable development, and prosperity for our communities.
We also wish to highlight the outstanding achievements of our subsidiaries, CDEM and Eco-West Canada, which have continued to energize and stimulate community development. These joint efforts, backed by strong partnerships, position us to face tomorrow’s challenges with confidence and ambition.

The AMBM is the voice of bilingual municipal leadership in the province of Manitoba. It represents 16 municipal governments committed to offering services in both official languages to their residents. Together, these municipalities represent the majority of Manitoba’s population.
